Σε πολυχώρο παροχής γνώσεων και πολιτισμού θα μετατραπεί ένα από τα ομορφότερα κτίρια της Τ.Κ. Δελβινακίου, το Αρρεναγωγείο Παρθεναγωγείο.

Η πρόταση του Δήμου ανέρχεται στο ποσό του 1.150.000€ και εντάχθηκε στο Επιχειρησιακό Πρόγραμμα «Ανταγωνιστικότητα  - Επιχειρηματικότητα και Καινοτομία 2014-2020».

Το πρώην Αρρεναγωγείο - Παρθεναγωγείο Δελβινακίου είναι κτισμένο το 1875 με κάτοψη σε σχήμα "Ε", η οποία συμβόλιζε τη λέξη "Ελευθερία" και αποτελεί ένα από τα πιο σημαντικά κτίρια - δείγμα Ηπειρώτικης Αρχιτεκτονικής.

Το κτίριο έχει χαρακτηριστεί ως ιστορικό διατηρητέο μνημείο χαρακτηρίζεται από την επιβλητικότητα του και την "αυστηρή" συμμετρία του, τόσο ως προς την κάτοψη όσο κι ως προς την όψη του. Πρόκειται για ένα διώροφο κτίσμα με πλακόστρωτη αυλή σε μικρή απόσταση από την κεντρική πλατεία του χωριού.

Η πρόταση προβλέπει τη δημιουργία ενός εκπαιδευτικού & πολιτιστικού ιδρύματος . Συγκεκριμένα, θα περιλαμβάνει δανειστική Βιβλιοθήκη, χώρους διαλέξεων, σεμιναρίων και εκπαίδευσης,  εκθεσιακούς χώρους λαϊκού πολιτισμού κ.α. καθώς και τη λειτουργία  κυλικείου - αναψυκτηρίου.
