Εκποίηση οικοπέδου σε άστεγους δημότες στην Κοινότητα Κτισμάτων

ΠΡΟΣΚΛΗΣΗ ΕΚΔΗΛΩΣΗ ΕΝΔΙΑΦΕΡΟΝΤΟΣ

 

 Εκποίηση οικοπέδου σε άστεγους δημότες στην Κοινότητα Κτισμάτων

 

 Το Δημοτικό Συμβούλιο με την υπ΄αρ.118/2020 (ΑΔΑ:6ΜΥΓΩ1Ω-44Λ) απόφασή του ,ενέκρινε την εκποίηση του αρ.15 οικοπέδου του τοπικού ρυμοτομικού του τμήματος 764 τεμαχίου της διανομής στη Κοινότητα Κτισμάτων, με τίμημα που έχει οριστεί στο ποσό των 2.500€, σε άστεγους δημότες ,σύμφωνα με το άρθρο 187 του ν.3463/06,όπως ισχύει μετά τον ν.3852/2010,όπου προβλέπεται η δυνατότητα εκποιήσεως ,χωρίς δημοπρασία και με καταβολή τιμήματος σε πέντε ετήσιες δόσεις, προκειμένου να ανεγείρουν οικοδομή για την στέγασή τους,

Με τις υπ΄αρ.119(ΑΔΑ:Ψ2Ε3Ω1Ω-Μ5Ζ) και 140/2020(ΑΔΑ:ΩΕΡ6Ω1Ω-28Β),  αποφάσεις του Δημοτικού Συμβουλίου, καθορίστηκαν η διαδικασία, οι όροι ,οι προϋποθέσεις και τα κριτήρια για την εκποίηση του οικοπέδου.

 

Όσοι από τους δημότες καλύπτουν τις προϋποθέσεις που τέθηκαν με τις παραπάνω αποφάσεις ,καλούνται να προσέλθουν στο Δημαρχείο στο Καλπάκι ,γραφείο πρωτοκόλλου, έως τις 28/12/2020, ημέρα Δευτέρα και ώρα 10:00π.μ. ,υποβάλλοντας αίτηση συνοδευόμενη με δημοτική και φορολογική ενημερότητα,  τα παρακάτω δικαιολογητικά αναλόγως την κατηγορία στην οποία ανήκουν:

 

 

  1. Δημότες – κάτοικοι, που δεν διαθέτουν οικόπεδο μέσα στον οικισμό: 

Πιστοποιητικό  Γεννήσεως  -  Τελευταίο Ε 9  Φορολογικής  Δήλωσης  και  Υπεύθυνη δήλωση.

  1. Δημότες – κάτοικοι,  πολύτεκνοι:

         Βεβαίωση  Συλλόγου Πολυτέκνων

  1. Δημότες - κάτοικοι, ειδικών αναγκών [ανάπηροι, αριθμός ανηλίκων τέκνων, καταστροφή από θεομηνίες κ.λ.π.] που δεν διαθέτουν επαρκές οικόπεδο.

Βεβαίωση αναπηρίας  από αρμόδιο φορέα – Πιστοποιητικό Οικογ. κατάστασης & Βεβαίωση  Περιφέρειας Ηπείρου.

  1. Δημότες, που επιθυμούν να επαναπατριστούν από το εξωτερικό.

Διαβατήριο και Υπεύθυνη δήλωση.

  1. Σε περίπτωση ίσων δικαιωμάτων των δικαιούχων, θα εξετασθεί το ύψος του ετήσιου εισοδήματος και σε περίπτωση ισοψηφίας θα διενεργηθεί κλήρωση ενώπιον τους.

Τελευταίο Εκκαθαριστικό Δήλωσης Εφορίας.

 

Ειδικοί όροι και προϋποθέσεις:

1.Εφόσον εκείνοι στους οποίους παραχωρηθούν τα οικόπεδα δεν ανεγείρουν οικοδομή μέσα σε πέντε χρόνια από την παραχώρηση, εκπίπτουν αυτοδικαίως από τα δικαιώματά τους, εκτός αν ζητήσουν παράταση της πενταετούς προθεσμίας με αίτησή τους, που περιέχει επαρκή αιτιολογία και υποβάλλεται κατά τη διάρκεια του τελευταίου έτους της προθεσμίας. Η προθεσμία δεν μπορεί πάντως να παραταθεί περισσότερο από μια ακόμη τριετία.

2.Το συμβολαιογραφικό έγγραφο περί μεταβιβάσεως της κυριότητας του εκποιούμενου οικοπέδου, μπορεί να γίνει νόμιμα μόνο μετά την εξόφληση του τιμήματος και την ανέγερση της οικοδομής επί του παραχωρηθέντος οικοπέδου εντός της πενταετίας ή της κατά παράταση τυχόν δοθείσης προθεσμίας και συντάσσεται αφού τηρηθούν οι προαναφερόμενοι όροι και προϋποθέσεις.

          Οι αιτήσεις με τα δικαιολογητικά θα εξεταστούν την ίδια ημέρα στις 10:30π.μ. ενώπιων  της επιτροπής που ορίστηκε στην αρ.140/2020 (ΑΔΑ:ΩΕΡ6Ω1Ω-28Β)απόφαση του Δημοτικού Συμβουλίου και σε περίπτωση που οι δικαιούχοι πληρούν τις ίδιες προϋποθέσεις θα ακολουθήσει δημόσια κλήρωση μεταξύ αυτών.

          Με Απόφαση Δημοτικού Συμβουλίου θα εγκριθεί το πρακτικό της επιτροπής για την εκποίηση του οικοπέδου στον τελικό δικαιούχο.
